Sakeena Itoo Launches Key Development Projects in Kulgam, Reaffirms Push for Inclusive Growth

Kulgam, April 18: Minister for Health and Medical Education, Social Welfare and Education, Sakeena Itoo on Saturday laid foundation stones for several major development projects in Kulgam district, while inaugurating key public infrastructure aimed at boosting education, healthcare, and rural connectivity.

The Minister also inaugurated a 100-bedded Girls’ Hostel (KGBV – Type IV), an AYUSH Dispensary at Wovri Khull, and a Higher Secondary School building at Khull D.H. Pora, reinforcing the government’s commitment to improving access to essential services in underserved areas.
Senior officials, including MLA Kulgam M. Y. Tarigami, Mission Director ICDS, Director AYUSH, ADC Kulgam, and other district officers, were present on the occasion along with a large gathering of locals.
Focus on Rural Transformation
As part of the government’s flagship “Viksit Village” initiative, the Minister laid the foundation stone for a development project at Yarikah-A, D.H. Pora. She emphasized that the initiative aims to enhance rural infrastructure, improve basic amenities, and transform villages into self-reliant and sustainable units.
“Government is prioritizing rural transformation through targeted investments in infrastructure, education, healthcare, and social welfare,” she said, highlighting a grassroots-focused development approach.
Road Connectivity Boost
The Minister also laid the foundation for the construction and upgradation of the Chiripora–Trengabal road under the Public Works (R&B) Department at an estimated cost of ₹2 crore. The project is expected to significantly improve connectivity, reduce travel time, and open new economic opportunities for the region.
Strengthening Education & Gender Equity
Inaugurating the 100-bedded girls’ hostel, Sakeena Itoo termed it a major step toward empowering girls from remote and disadvantaged areas. She noted that such facilities would help reduce dropout rates and increase enrolment in secondary and higher education.
She directed authorities to ensure modern amenities, quality services, and a safe environment for students residing in the hostel.
Expanding Healthcare Services
The inauguration of the AYUSH Dispensary at Wovri Khull is expected to strengthen alternative healthcare services in the region, providing accessible treatment options to the local population.
Government’s Broader Vision
Highlighting the achievements of the Omar Abdullah-led government, the Minister reiterated its commitment to equitable and inclusive development across Jammu and Kashmir, especially in rural and peripheral areas.
She underlined ongoing efforts in expanding road connectivity, strengthening healthcare systems, improving educational infrastructure, and enhancing social security coverage.
Promoting Sports & Youth Engagement
Later, the Minister visited Ardpora Khull, where she witnessed the final match of the Shaheed Wali Mohammad Itoo Memorial Cricket Tournament. Interacting with players, she stressed the importance of sports in building discipline, teamwork, and a healthy lifestyle among youth.
She assured continued government support for sports infrastructure and youth engagement initiatives, and distributed trophies to winning and runner-up teams along with medals to top performers.
The Minister reaffirmed the administration’s commitment to fast-tracking development works while ensuring transparency, accountability, and improved quality of life for people across Jammu and Kashmir.
